The budget for Thor has been decreased. With all the new planets being added in the Directorate they needed to start taking more and more money from the Phare pool.

Many projects are going on to try and restore select areas of Thor's surface. There are also other things that need work like new facilities on the planet, such as schools and buildings.

Governor General Sam Rajax has put you in charge of a think-tank full of Thor's best scholars to think of a way to fix the budget problem. Either if it was selling things or improving industries. Anything will go as long as it will help the economy of Thor.
